Marriage Amendment
Senate leader awaits SJC view on
civil unions
By Raphael Lewis, Globe Staff,

Boston Globe
State Senate President Robert E.
Travaglini will delay next month's momentous vote on a proposed constitutional
amendment banning same-sex marriages if the state's high court has not already
issued its opinion on the constitutionality of a civil unions bill, top
legislative officials said yesterday.

2. Catholic Lawyers
Urged to Fight Gay 'Marriage'
The Washington Times
January 12, 2004
BOSTON (AP) — Archbishop Sean P.
O'Malley yesterday urged Catholic lawyers to oppose same-sex
"marriage," saying the institution of marriage and the family are
under assault and lawyers need to help protect them. "The social cost of the breakdown of
family life has already been enormous,"
Archbishop O'Malley said at the
annual Red Mass, which is dedicated to judges, lawyers and others in the legal
system. "It's not a question of live and let live, it's a question of
right and wrong," Archbishop O'Malley said.

3. European Leaders
Debate Religion on New Constitution
By Eva Cahen

January 05, 2004
Paris - An agreement about voting
rights has obscured a struggle over the status of religion and Christianity in
the European Union.
In mid-December, European leaders met
to agree on the future E.U. constitution, but the talks collapsed as Spain and
Poland insisted on having the same voting power as the more populated France
and Germany.
At the same time, a less-publicized
debate continued throughout Europe on using the word “Christianity” in the text
of the proposed constitution.

Bush Plans $1.5 Billion Drive for Promotion of Marriage
By ROBERT PEAR and DAVID D.

New Jersey Coalitions for Marriage
January 14, 2004
WASHINGTON — Administration officials
say they are planning an extensive election-year initiative to promote
marriage, especially among low-income couples, and they are weighing whether
President Bush should promote the plan next week in his State of the Union
address.
For months, administration officials
have worked with conservative groups on the proposal, which would provide at
least $1.5 billion for training to help couples develop interpersonal skills
that sustain "healthy marriages."
The officials said they believed that
the measure was especially timely because they were facing pressure from
conservatives eager to see the federal government defend traditional marriage,
after a decision by the highest court in Massachusetts. The court ruled in
November that gay couples had a right to marry under the state's Constitution.
